Here is an excerpt from the pamphlet:
"Alcoholism is a disease, and the alcoholic a sick person." This hopeful concept of the problem of alcoholism is followed, in the teachings of the National Committee for Education on Alcoholism, by an even firmer statement of hope: “Alcoholics can be helped and are worth helping." The final statement in the modern credo of alcoholism places the problem in its rightful category and assigns responsibility for taking action on it: "This is a public health problem, and therefore a public responsibility."
These three concepts were adopted by the National Committee for Education on Alcoholism at its inception in 1944, as the foundation on which to build its work. The primary objective of the NCEA has been to gain widespread acceptance of these principles, for the Association is convinced that no constructive action can be taken except on a clear and positive basis of this sort. As these concepts have spread, the secondary objective has come to the fore: the launching of planned programs of constructive action designed to bring about large-scale rehabilitation of alcoholics and, eventually, the prevention of alcoholism. There is no longer any doubt that these are possible goals. The NCEA works to achieve them through its program of education, rehabilitation, and community action.“
